First Ever Integrated Solution Provides Enhanced Accountability and Alert Notification for Students, Staff, and Faculty, and Interoperable Communication, Collaboration, Coordination, Command and Control for First Responders
Joe Ordia briefing VA Gov. Tim Kaine Richmond, VA, August 13, 2007 - In the wake of the April 16, 2007 VA Tech shootings, Governor Timothy M. Kaine challenged Virginia college administrators to strengthen campus security, and industry leaders to develop technologies focused on student, staff and faculty safety. Ordia Solutions teamed with Defywire to launch the first ever integrated Student Accountability, Alert Notification, and First Responder Command and Control system.
The integrated solution is built using Defywire’s student-focused Mobile Guardian™ Safety Suite, and Ordia Solutions’ public safety command & control platform Mobile Tactical Collaboration System™ (MTCS) . Engineers from both companies leveraged each other’s XML standards-based product architectures to deliver an integrated solution for public safety for the nation’s colleges and universities. Since both solutions use industry-standard rather than vendor-specific proprietary interfaces, the integration task was made considerably simpler.
At today’s Campus Security Conference at Virginia Commonwealth
University, Joe Ordia, Chairman and CEO of Ordia Solutions,
demonstrated the integrated solution to Governor Kaine and members of
his staff, and to Chiefs from college campuses, local, county, and
state law enforcement and fire/EMS agencies. “When a campus security
situation escalates to a level that requires a critical incident
response, the students in the affected areas can in fact become the
initial ‘First Responders’***,” said Mr. Ordia. “This integrated
solution organizes the location and situational information from
affected students into real-time input to the decision making process
and command and control apparatus of campus police and other security
personnel. The incident commander’s ability to attain full situational
awareness and direct the right tactical resources at the right
locations is significantly enhanced, thereby maximizing the chance for
a successful outcome.” Added Jim Sondel, Defywire CTO: "This
integration provides schools with a total solution that allows them to
use technology beginning with prevention, all the way through to
informed and coordinated incident response."

*** From Columbine High in Jefferson County CO, to Beslan School #1
near Chechnya, from the Amish School in Lancaster County PA to Virginia
Tech in Blacksburg, deranged individuals from all ilk have and
unfortunately will continue to see our children's schools as
opportunistic soft targets. Fortunately, increasing number of leaders
in campus security, law enforcement special operations, and emergency
response also recognize this vulnerability and are implementing
rigorous preparedness trainings, drills, and joint exercises to
effectively counter this threat if it ever materializes in their
jurisdictions. Mobile Tactical Collaboration System, when accessible
across units from responding jurisdictions and integrated with a
student accountability and alert solution
• offers incident commanders and other first responders an
unprecedented level of situational awareness, common operating picture,
and interoperable command and control, and
• empowers affected students and staff to play an active and productive role in their safety and ultimate rescue
This is by far one of the most innovative integrated solutions to
address school siege scenarios, where students, using their regular
cell phones are not only able to get alert, but also alert incident
commanders of their situations as the situation unfolds and responders
are mobilized. This integrated solution significantly enhances
multi-jurisdictional and multidisciplinary preparedness, student
accountability and alert notification during the siege, and the odd
that the maximum number of students and staff will be safely rescued.
About Ordia Solutions’ Mobile Tactical Collaboration System™
Developed using standards-based Web 2.0 technologies, MTCS is a new
generation of intuitive, easy-to-use browser-based solution that
addresses the "5Cs of Interoperability" for first responders:
Communication, Collaboration, Coordination, Command and Control. This
level of interoperability is particularly relevant to campus security
as critical incidents typically require a multi-jurisdictional and
multidisciplinary response. MTCS facilitates a common operating
picture, rapid and effective command and control over all responding
resources to maximize the chance for a successful outcome. The
versatility of the MTCS platform, coupled with a new GPS-based personal
accountability system, enables it to be used by law enforcement,
fire/EMS, search and rescue, and EOC personnel in a vast array of
command and control scenarios. These range from perimeter security,
SWAT operations, major planned event security, disaster security
response, multi-alarm fire suppression, and day-to-day public safety
activities, to preparedness training and exercises, and post-incident
analysis. MTCS employs Microsoft® Virtual Earth™ and/or customers’ own
mapping imagery, and is wirelessly accessible by authorized personnel
from mobile computers in the field or desktop PCs at the operation
center.
About Defywire’s Mobile Guardian™ Safety Suite
Mobile Guardian Safety Suite provides teachers, bus drivers, school
officials and parents with the capacity to monitor kids’ whereabouts
throughout the school day and to provide immediate access to a wide
range of student information via a mobile device. The technology gives
school officials immediate access to emergency medical information
about an ill or injured child, without losing precious minutes locating
the information in a distant office. Even in the absence of a school
wide catastrophic event, such a device is invaluable when athletes
collapse on the practice field or children are left on a school bus at
the end of the day. Mobile Guardian Safety Suite also has the
capability of monitoring which children are generating incident reports
at various locations throughout the school or on school buses. It’s
these reports that are used to alert administrators to a potential
problem. The application can send officials a message when a specific
child has reached a certain threshold of “incident reports” – such as
two per day, for example. At each step along the way, parents can be
notified immediately of the events occurring with their child at
school. Statistics show that children who begin a pattern of
truancies, absenteeism and class disruptions are at higher risk for
taking misbehavior to the next level.
