Richmond, VA and Vienna, VA, June 30, 2007 – Ordia Solutions, the leading provider of interoperable, collaborative, and mobile command and control solutions for public safety, announces the successful test and evaluation today of its next generation collaborative command and control platform – Mobile Tactical Collaboration System™ (MTCS), by Henrico County (VA) Police and Fire/EMS during the SunTrust Indy™ Challenge race at Richmond International Raceway (RIR).

Securing the sprawling 800-acre RIR complex, ensuring the safety of tens of thousands of racing fans, and minimizing tempers among thousands of drivers exiting several oversized parking lots simultaneously were the formidable task that fell on the shoulders of the men and women of the Henrico County divisions of Police and Fire/EMS.  Top leadership within both organizations wanted to explore new technologies that could enhance their situational awareness at any location or time during the race, but also enabling them to respond in a much more effective, timely, and coordinated fashion to emergency scenarios that may arise.

Following a short training session of the capabilities of MTCS, several operators proceeded to create MTCS workspaces to develop multiple scenarios based on a variety of security, traffic, parking, and fire/EMS contingencies.  Throughout race day, a number of the scenarios or workspaces were activated with close coordination between commanders at the command post and traffic officers across the complex, in real time, as they re-routed traffic to enhance flow, and directed ingress and egress routes for emergency vehicles.

“We were looking for a technology that could be delivered on a common platform to our first responders in the surrounding jurisdictions of Henrico County, Chesterfield County, and the City of Richmond.  The Ordia Solutions software allowed us to mobilize our resources at the Raceway and communicate both verbal and visual instructions in real time”, said Captain Humberto Cardounel, Commander, Homeland Security Section, Henrico County Police and Security Commander for the race.  “If all first responders have this technology in place, the level of misunderstanding that is present with just radio communication could be significantly reduced.”  He added, “We were impressed with the software.”

"In recent years, Henrico County has enjoyed a well-earned reputation of consistently seeking and employing innovative practices and technologies to deliver maximum benefits to its public schools", said Joe Ordia, Chairman & CEO, Ordia Solutions.  "The successful deployment of the Mobile Tactical Collaboration System™ at RIR shows Henrico is equally committed to equipping its public safety personnel with the latest, most advanced and beneficial technologies.  The deployment also underscores the versatility of the MTCS platform for a variety of operations, from special event security management to port and campus security, from critical infrastructure protection to border patrol, and from man-made to environmental disaster response."

Developed using industry-standard Web 2.0-based technologies, MTCS represents the next generation of intuitive, easy-to-use browser-based collaborative command and control solutions for public safety. Because a picture is worth a thousand words, MTCS enhances public safety officers’ ability to communicate and collaborate visually and in real-time using tactical graphics, digital maps, and shared workspaces. It facilitates a dynamic but common operating picture and real time situational awareness among operators and their chain of command.   It enables the rapid development of multiple scenarios, one or more of which can be activated based on the evolving situation at the scene.  The MTCS platform addresses the "5Cs of Interoperability" for tactical operators and first responders - Communication, Collaboration, Coordination, Command and Control. This level of interoperability is a must for critical incidents requiring multi-jurisdictional and multidisciplinary responders, and for the related exercises necessary to sharpen their tactical proficiencies. MTCS is accessible by authorized personnel in the field using vehicle-mounted mobile data terminals or ultra mobile handheld PCs via secure wireless broadband, or at the operation center using networked desktop PCs.  Among the Web 2.0 technologies employed by MTCS is Virtual Earth™, Microsoft’s next generation mapping platform that allows businesses and governments to visualize data within the context of location for enhanced business intelligence, improved collaboration, and faster response times.  Customer-specific mapping imagery can also be incorporated.
